Part 1 - Notice
Mine Reserve: Completion of Staking Rewards in 2027
Proposer: Cartesi Foundation
About this notice: Mine Reserve-funded staking rewards are projected to end around July 2027. This post explains the expected timing and implications for stakers. A separate MinterRole proposal invites community discussion on permanently removing minting authority under the existing CTSI token contract.
Completion of the Mine Reserve
The Mine Reserve was established as a finite allocation of CTSI to fund staking rewards through the Noether proof-of-stake system. The deployed reward mechanism distributes a fixed amount per produced block until the allocated funds are exhausted.
As of October 27, 2026, approximately 29,009,017 CTSI remain in the Mine Reserve, with recent distributions averaging approximately 3.2 million CTSI per month.
At that rate, Mine Reserve-funded staking rewards are projected to end in 9-10 months, around July 2027. The timing may vary depending on the pace of block production.
The remaining reserve and its distributions can be monitored onchain through the DelayedWithdraw, Reserve Mine Wallet, and RewardManager contracts.
Background
Noether was originally conceived as a data availability network secured by CTSI staking. As specialized data availability solutions matured, Cartesi focused exclusively on verifiable execution and sought integration with existing solutions rather than developing its own data availability network.
The Foundation consequently discontinued funding Noether’s development toward that original purpose, as discussed in Moving on from Noether as a data availability network. The previously proposed CTSI Macroeconomy was not implemented and is no longer being pursued.
Noether’s proof-of-stake system has nevertheless remained operational, providing staking rewards and a basis for governance voting power. It does not secure Cartesi Rollups’ execution.
What this means for stakers
The completion of Mine Reserve rewards does not alter staked balances or the existing ability to stake, unstake, and withdraw CTSI. No action is required solely because rewards are ending. Delegators can withdraw even if their pool’s node is no longer running, but may need to initiate pool rebalancing themselves.
The end of Mine Reserve-funded rewards does not itself change the existing governance voting configuration. Under the current voting configuration, voting power is derived from CTSI delegated to eligible staking pools.
Cartesi’s direction
Cartesi’s current strategy focuses on putting its verifiable execution technology to work under real commercial conditions. The Foundation is concentrating its engineering and business development efforts on supporting Knoss, an independent derivatives exchange being built on Cartesi Rollups, while advancing the reliability, verification, and security of the underlying infrastructure.
Working closely with a commercial application allows practical requirements to inform infrastructure development. Cartesi remains open source and general purpose, so improvements developed through this work remain available to other applications.
Further details are available in The Next Stage for Cartesi.
This notice is informational and does not require a governance vote.
Part 2 - Proposal
Permanently Renounce the CTSI MinterRole
Proposer: Cartesi Foundation
About this proposal: The Foundation proposes permanently removing minting authority under the existing CTSI token contract. The proposal is open for 21 days of community discussion before a governance vote. Information about the completion of Mine Reserve-funded staking rewards is provided in a separate notice.
Proposal and rationale
The Cartesi Foundation proposes permanently renouncing the remaining MinterRole permissions on the existing CTSI token contract.
The original CTSI Macroeconomy contemplated creating additional CTSI through a broader staking incentive mechanism. This mechanism was not implemented and, following Cartesi’s focus on verifiable execution, is no longer being pursued.
With no plans to implement the originally proposed issuance mechanism, the Foundation considers it appropriate to permanently remove the ability to mint additional CTSI under the existing token contract. This would formally close an unused feature no longer required by Cartesi’s technical and economic arrangements and permanently fix the total supply under the existing token contract at 1 billion CTSI.
Renouncing all remaining minting permissions would permanently remove the privileged authority to issue additional CTSI or appoint new minters under the existing contract, also eliminating any related security vulnerabilities.
What changes?
The sole account holding the MinterRole is:
0x4B0B3C9506d5008FcCfb458361E06d28d4d3BCAD
Once every account holding the MinterRole has renounced it, no further CTSI can be minted under the existing token contract. This change is irreversible.
The proposal does not alter CTSI balances, staking or withdrawal operations, governance voting rules, or any existing ecosystem incentive arrangement. Following renunciation, any future CTSI-funded initiatives would need to use tokens from the existing supply.
Community consultation and vote
As this change is irreversible, the proposal will remain open for public discussion for 21 calendar days from publication.
Following consultation, a governance vote will ask:
Do you support permanently renouncing the MinterRole on the existing CTSI token contract?
-
For: Support permanent renunciation.
-
Against: Do not support permanent renunciation.
Implementation and verification
If approved, the Foundation will arrange for the renunciation and publish the transaction records together with onchain verification that no accounts retain the MinterRole.
If not approved, the Foundation will not proceed under this proposal.
